Holiday home booking websites in Dubai: what a direct booking site needs in 2026

What a Dubai holiday home operator's direct booking site needs in 2026: DET permit rules, Tourism Dirham, WhatsApp enquiry, Arabic, payments and PMS sync.

A direct booking website for a Dubai holiday home operator is a site on the operator's own domain that shows live rates and availability from the property management system, takes payment in dirhams, and carries each unit's permit details. It has to fit Dubai's holiday home rules, and suit guests who prefer WhatsApp to a form.

STYLABS builds these sites on Hostaway. Manzil (manzil.life) is the Dubai build, and Hireavilla's villa marketplace lists Dubai through its partner brand Manzil.life. This page sets out the regulation as context, then what the site itself has to do, what it costs, and when a custom site is the wrong purchase.


The rules a Dubai holiday home site sits inside

The regulator is Dubai's Department of Economy and Tourism (DET). The legislation still says DTCM. Law No. (20) of 2021 transferred "all the duties and functions assigned to the Department of Economic Development and the Department of Tourism and Commerce Marketing" to DET (Dubai Legislation Portal, Law No. (20) of 2021, retrieved 3 October 2026). A "DTCM permit" and a "DET permit" are the same thing.

Three texts matter. Decree No. (41) of 2013 regulates the activity of leasing out holiday homes. Administrative Resolution No. (1) of 2020 is its implementing bylaw. Executive Council Resolution No. (2) of 2014 sets the Tourism Dirham. The quotations below are from the English versions on the Dubai Legislation Portal, read on 3 October 2026.

The decree also requires licensees to subscribe to the tourism department's e-Programme "and enter the required information in this programme" (Decree 41, Article 8(4)). That is the legal basis for what operators call guest registration. The texts above do not say which fields, by what hour, or through which screen. DET prescribes that through its own portal and guide, which we could not open to cite: DET's holiday homes service page returned an error to us on 3 October 2026. The Tourism Dirham

Executive Council Resolution No. (2) of 2014 lists holiday homes among the establishments it covers and says: "For each night of occupancy of a room at a Hotel Establishment, a Guest will be charged the Tourism Dirham Fee." Its schedule sets AED 15.00 for a luxury holiday home, the category the decree calls deluxe, and AED 10.00 for a standard holiday home. Two rooms for five nights at the standard rate is AED 100.

The operator's duties are in Article 4. Collect the fee and "pay the proceeds to the DCTCM before the sixteenth (16th) day of the month following collection". "Inform Guests of the Tourism Dirham Fee" and "account for such Tourism Dirham Fee in the invoice issued to the Guest". Prepare a monthly statement of room occupancy and fees collected (Dubai Legislation Portal, Executive Council Resolution No. (2) of 2014, retrieved 3 October 2026).

For a booking site that means three things. The fee is its own line in the price breakdown, not folded into the nightly rate. It is calculated from rooms and nights, so the listing needs a room count and a category the checkout can read. And the monthly statement should come out of the booking data, not out of a spreadsheet rebuilt on the fourteenth.

It is not legal advice, and it is not a feature list. These texts can be amended, and DET's current procedures are the authority. STYLABS does not sell a compliance product, and none of the builds described below is presented as one. Use the table to brief whoever builds your site, us included.


Enquiry starts on WhatsApp

A Dubai agency's own case study shows where holiday home enquiries are handled today. Its Abu Dhabi client says that after launch "I spend far less time going back and forth on WhatsApp" (NxFold, Ayla Holiday Homes case study, retrieved 3 October 2026). The channel is not going away. The job is to make it end in a booking.

  • Put the button on the property page. A WhatsApp link that opens a chat already carrying the property name and the dates the guest searched saves the first three messages.
  • Answer inside the free window. Under Meta's per-message pricing, in force since 1 July 2025, a guest's message opens a 24-hour customer service window in which free-form replies are not charged. Template messages sent outside it are charged per message (Meta, WhatsApp Business Platform pricing, retrieved 3 October 2026).
  • Close on the site. The reply that matters is a link to checkout with the dates filled in. The reservation is then created in the PMS and every channel's calendar closes. A booking agreed in a chat thread and typed in later leaves the calendar open in the meantime.
  • Keep the thread with the reservation. Hostaway's unified inbox handles "email, SMS, WhatsApp, and OTA messages in one place" (Hostaway, Property Management System, retrieved 3 October 2026), so the conversation does not have to live on one person's phone.

Arabic and English, and who is arriving

Dubai recorded 19.59 million international overnight visitors in 2025. By region, Western Europe supplied 21%, the GCC 15%, South Asia 15%, the CIS and Eastern Europe 15%, the wider Middle East and North Africa 11%, and North East and South East Asia 9% (Government of Dubai Media Office, 9 February 2026, retrieved 3 October 2026).

English reaches most of those guests. Arabic reaches the 26% arriving from the GCC and the wider region, and the decree already assumes a bilingual operation: every holiday home must display the licensee's information "in the Arabic and English languages" (Decree 41, Article 8(7)). An Arabic site is not an English site with the text swapped. The layout runs right to left, so navigation, galleries and the date picker mirror. That is a design decision at the start of a project, not a plugin at the end.

Hostaway's builder pages do not document multi-language support, as we noted in our builder comparison. Three things to decide before design starts. Whether the guest is charged in AED or in their own currency, because conversion adds a point. Whether a deposit is taken at booking with the balance later, which the checkout has to model. And where the Tourism Dirham sits, since it is collected for the tourism department and belongs on its own invoice line.


The PMS connection

The site is only as good as the calendar behind it. In the STYLABS pattern, Hostaway stays the PMS for calendars, channels and reservations, and the site reads rates and availability from it live, so the price shown is the price. Nobody migrates off Hostaway.

Reservations from the site have to be created on a channel Hostaway still accepts. Since 24 August 2026 its API rejects the old WordPress channel and accepts only the direct, HomeAway and partner channels. The detail is in what changed with Hostaway's WordPress plugin.

What STYLABS has built for Dubai

On top of the build, every route carries payment processing on each booking, and a custom site carries hosting and maintenance that a template platform includes. Whether the total beats OTA commission depends on how many units you run and how much demand is already yours. The arithmetic is in the economics of direct bookings.


When a custom site is the wrong choice in Dubai

  • You manage a handful of apartments. Under roughly 15 listings, Hostaway's own Booking Website is free, supported, and already synced. Add your permit numbers and trade name to it and spend the money on photography.
  • You are an owner, not the operator. If a management company holds the licence and markets your unit, the direct channel is theirs to build. A second site in your name competes with your own listing.
  • Nobody has heard of you yet. A direct site converts guests who already know the brand. New operators get their first guests from Airbnb and Booking.com, and that is what those platforms are for.
  • Your calendar is not reliable. If availability lives in more than one place, fix that before adding a channel.
  • Nobody will own it. A custom site needs someone who keeps rates, content and permits current. Without that person it ages quickly.

FAQ

Does a direct booking website need its own DTCM or DET permit? No. Under Dubai's holiday home rules the licence belongs to the operator and the permit to the unit, not to a website. The implementing bylaw does require the licensee's approved trade name and permit number in all print and digital advertisements, so each property page on a direct booking site should be built to show both.

What is the Tourism Dirham on a Dubai holiday home booking? Executive Council Resolution No. 2 of 2014 charges guests a Tourism Dirham Fee for each night of occupancy of a room. Its schedule sets AED 15 for a luxury holiday home and AED 10 for a standard one. The operator collects it, shows it in the guest's invoice, and pays it to the tourism department the following month.

Should a Dubai holiday home website be in Arabic as well as English? Usually yes. Dubai reported 19.59 million international overnight visitors in 2025, with 15% from the GCC and 11% from the wider Middle East and North Africa. Western Europe supplied 21%, and South Asia and the CIS region 15% each. English covers most guests, and Arabic covers about a quarter of them.

How much does a holiday home booking website cost in Dubai? Hostaway's own Booking Website is included with a Hostaway subscription, and its Pro tier is $49 a month plus 0.5% per booking. CraftedStays starts at $89.99 a month and offers custom builds from $4,500. A custom site with its own operator dashboard is a project fee quoted after scoping, plus payment processing on every booking.

Can a holiday home booking be completed on WhatsApp? The enquiry can, and the booking should not end there. A WhatsApp button on each property page starts the conversation, and replies inside Meta's 24-hour customer service window are not charged. Send the guest a checkout link to finish, so the reservation is created in the PMS and the calendar closes on every channel.
