Published AED price ranges for custom software in the UAE in 2026, by project type, with hourly rates, maintenance costs and a build-or-buy decision framework.
Custom software development in the UAE costs from about AED 40,000 for a small internal tool to more than AED 1.8 million for an enterprise platform, going by price ranges agencies serving the UAE published in 2026. One Dubai studio puts the median small-business project between AED 80,000 and AED 250,000. Scope moves the number more than hourly rates do.
Every figure on this page comes from a source you can open: seven agencies' published price guides, a public salary dataset, and vendor and government pages. They are listed at the end. Published AED ranges by project type
Seven companies that sell software development to UAE clients have 2026 price bands on their sites. Grouped by the kind of project they describe:

Three things to take from the table.
The labels do not mean the same thing. Techanic's enterprise platform tops out at AED 300,000. Appinventiv's starts at AED 1.8 million. That is a sixfold gap under one name. A published band tells you the order of magnitude an agency usually works at. It does not tell you what your project costs.
The floor for real custom software is around AED 40,000 to 50,000. Below that, the published figures describe websites. FicAition quotes AED 25,000 for "a focused single purpose application", the lowest custom figure we found.
These are marketing pages. Every publisher sells the service it is pricing. Use the bands to test whether a quote is in a plausible range, and ask what is in the scope line.
What an hour costs: agency rates and salaries
Project bands come from hours multiplied by a rate, so the rate is worth checking separately.

The spread is wide enough to explain most of the table above. One engineer for twelve weeks at 40 hours a week is 480 hours. At AED 300 to 550 an hour that is AED 144,000 to 264,000. At AED 91 to 110 an hour, which sits inside Decipher Zone's offshore range, it is AED 43,680 to 52,800. A "basic custom software" band of AED 40,000 to 80,000 over two to three months only adds up at offshore rates or with one person on the job.
Salaries give a second check. Levels.fyi reports a median total compensation of AED 347,986 a year for software engineers in the UAE, from 302 salary submissions, with the 25th percentile at AED 240,000 and the 75th at AED 456,000. For Dubai alone the median is AED 324,044, from 225 submissions (Levels.fyi, Software Engineer Salary in United Arab Emirates, last updated and retrieved 3 October 2026). Treat it as an upper-middle reading. The data is self-reported, includes bonus and stock, and its top-paying employers are Revolut, Talabat and Noon.
At the median that is about AED 29,000 a month per engineer, and a team of four for three months is roughly AED 348,000 in pay alone. FicAition's own estimate is close: AED 25,000 to 45,000 a month for a senior developer employed in Dubai, and AED 100,000 to 180,000 a month for a team of four "before office space, equipment, and benefits". Hiring a team is rarely the cheap option for a single project.

What drives the cost
How well the scope is defined. Innopalm's founder puts it plainly: "The main cost variable is not hourly rates but scope clarity" (Anas Kanafani, Custom software development cost in the UAE (2026), DEV Community, 27 June 2026, retrieved 3 October 2026). FicAition's breakdown of a typical AED 150,000 project allots 10% to 15% of the budget to discovery and architecture, before any feature is built.
Integrations. Every system the software has to talk to, such as a payment gateway, an ERP, a property portal or a government service, is a small project inside the project. Backend work, which includes third-party integrations, takes 25% to 35% of FicAition's typical budget, the largest single share.
Languages. Skyline says a bilingual English and Arabic website adds 30% to 50% to the base cost. Decipher Zone advises planning "15 to 25% additional UI/UX time and 8 to 12% additional development time for any app targeting Arabic-speaking users". Arabic changes the layout as well as the words.
The number of user roles. Skyline's rule of thumb is that one type of user is an information website, two is a company website with an admin, and three or more is a custom application. Each role brings its own screens, permissions and tests.
Where the team sits. See the rates table. Decipher Zone puts the saving from offshore engineering at 40% to 60%, and in the same breath warns that the risk of poor offshore quality is real.
What happens after launch. This is the cost most budgets leave out.

On those percentages a AED 200,000 build costs AED 290,000 to 350,000 over three years, before hosting.
VAT. The UAE applies VAT at a standard rate of 5%, and a business must register once its taxable supplies and imports exceed AED 375,000 (UAE Ministry of Finance, Value Added Tax, retrieved 3 October 2026). Ask whether a quote includes it.
A decision framework
Off-the-shelf or custom
Start with what the off-the-shelf product costs, because for a standard process it is usually far less.
- Odoo's Standard plan, which includes all its apps, starts at US$13.50 per user per month with its first-year discount (Odoo pricing, retrieved 3 October 2026).
- PropSpace, a UAE real estate CRM, charges AED 220 per user per month, with a AED 500 monthly minimum and a 12-month minimum contract (PropSpace pricing, retrieved 3 October 2026).
- Hostaway includes a booking website with its subscription, which we compare with a custom build in Hostaway's website builder vs a custom booking site.
Take a brokerage with eight agents. PropSpace costs 8 × AED 220 × 12, or AED 21,120 a year and AED 63,360 over three years. The lowest published band for a custom tool of that kind is Techanic's AED 40,000 to 80,000, which it lists for small-business CRM and inventory tools. Three years of maintenance at 15% to 20% adds AED 18,000 to 48,000. The product costs about the same as the cheapest custom build and carries none of the delivery risk. Buy the product.
Now take forty agents. The subscription is AED 105,600 a year and AED 316,800 over three years. A AED 150,000 build with 25% annual maintenance comes to AED 262,500 over the same period. Custom is now arguable, but only if the brokerage works differently enough from the product's assumptions for that to matter.
The rule that falls out:
- Buy when the process is standard: accounting, payroll, a generic CRM, a simple booking page.
- Build when the workflow is how you compete, when no product models it, or when you already pay people to copy data between two tools.

Fixed price or time and materials
A fixed price protects the budget only when the scope is fixed too. Innopalm describes the failure: "A fixed-price contract on a poorly-defined brief is not actually fixed - it is a fixed price against an undefined scope, which means scope gaps become disputes" (Innopalm, Custom software development cost in the UAE (2026), retrieved 3 October 2026).
- Fixed price suits a project you can describe screen by screen. Expect the supplier to price in a margin for risk and to charge for changes.
- Time and materials suits work where the requirements will be discovered along the way. The buyer carries the risk, so it needs someone on the buyer's side watching scope every week.
- A paid discovery phase followed by a fixed price is the common middle route. Appinventiv prices discovery and planning at AED 7,340 to 36,700 over one to four weeks. Innopalm says the phase takes two to three weeks for most UAE projects and includes it in the project price.
Onshore, offshore or blended
- A UAE-only team costs the most per hour and is easiest to meet. It is worth the premium when the work depends on workshops with your staff, on Arabic content, or on local systems.
- A fully offshore team costs the least per hour. It works when you have a written specification and a product owner who will answer questions daily. Without those, the saving goes into rework.
- A blended team puts the people who talk to your business in the UAE and most of the engineering somewhere cheaper. The thing to check with any blended supplier is who writes the specification and whether that person has met your team.
Where custom software is not worth it
- The process is standard and a product exists. Use the product and change your process to fit it.
- Fewer than ten people will use it. At per-user prices like the ones above, a small team's subscription is in the same range as the maintenance bill alone on a custom build.
- Nobody in the company will own it. Custom software needs a named person who decides what it does next. Without one it decays.
- The problem is not understood yet. Run it in a spreadsheet for a quarter. What you learn will cut the build cost.
- The budget covers the build and nothing after it. Plan for 15% to 25% a year, or do not start.
- You need it in two weeks. Published timelines for custom software start at six to ten weeks.
What STYLABS charges
Pricing is a fixed proposal after a scoping call, and the studio positions its delivery at up to 40% below traditional development cost. A typical twelve-week build runs from AED 70,000 to AED 220,000. The standard engagement is about twelve weeks from kickoff to launch.
One build with public numbers: Profound Properties, a Dubai real estate brokerage. The scope was branding, web design and web development, including an off-plan listings system and a content layer in six languages. It took 14 weeks in 2025. Qualified inbound leads tripled in the first quarter after launch, and the new listings score 94 on Lighthouse performance.
Twelve weeks is not unusually fast for this market. FicAition advertises production software in under ten weeks, and Innopalm quotes six to twelve weeks to a first live release. Judge suppliers on what is in the scope and who does the work.

Expect a VAT-registered UAE supplier to add 5% to a quote, and ask whether the price you were given already includes it.
Is it cheaper to buy off-the-shelf software than to build custom? For a standard process and a small team, usually yes. A real estate CRM at AED 220 per user per month costs an eight-person team AED 63,360 over three years. That is about the same as the cheapest published custom build once maintenance is added, with none of the delivery risk. Custom becomes arguable at larger team sizes or when no product fits how the business works.
Should I choose a fixed price or time and materials? Choose a fixed price when the scope can be described screen by screen, and time and materials when requirements will be discovered during the work. A fixed price on an undefined scope turns scope gaps into disputes. A common middle route is a short paid discovery phase followed by a fixed price for the defined scope.
